Position Overview

We are seeking an experienced Healthcare Bid Evaluation Specialist who has previously worked within local authority/council settings, specifically in reviewing and evaluating care sector bids. Your inside knowledge of public sector procurement will be invaluable in helping our clients succeed in their tender submissions.


Location & Working Arrangement
  • Based in Manchester with hybrid working options
  • Flexible remote working available
  • Occasional travel may be required for client meetings
  • Regular team collaboration sessions in Manchester office


Key Responsibilities
  • Provide expert guidance on bid strategy based on your experience of evaluating tenders from the council perspective
  • Review and strengthen clients' tender responses using your knowledge of evaluation criteria
  • Guide healthcare providers through the tender process, highlighting key requirements and potential pitfalls
  • Share insights on council procurement processes and scoring methodologies
  • Help identify strengths and weaknesses in tender submissions
  • Advise on compliance with social value requirements
  • Support clients in understanding framework agreements and dynamic purchasing systems
  • Mentor our bid writing team with your public sector insights
  • Assist in bid/no-bid decision making using your knowledge of council requirements
  • Help develop winning strategies based on understanding of council priorities


Required Experience
  • Minimum 3 years' experience working within local authority/council procurement teams
  • Proven track record of evaluating healthcare and social care tenders


Essential Tender Evaluation Experience:
  • Experience in evaluating tenders from:
  • Care Homes and Nursing Homes
  • Domiciliary Care Providers
  • Supported Living Services
  • Complex Care Services
  • Children's Homes
  • Mental Health Services
  • Learning Disability Services


Must Have Direct Experience In:
  • Evaluating quality statements and method statements from care providers
  • Scoring tender responses against predetermined criteria
  • Assessing financial viability and sustainability of service proposals
  • Evaluating staffing models and workforce development plans
  • Reviewing safeguarding policies and procedures
  • Assessing CQC compliance evidence
  • Evaluating service delivery models and care pathways
  • Reviewing risk management strategies
  • Analyzing pricing models and cost breakdowns
  • Assessing business continuity plans
  • Evaluating infection control measures
  • Reviewing medication management procedures
  • Assessing quality assurance systems
  • Evaluating staff training and development programs
  • Reviewing service user engagement strategies
  • Assessing equality, diversity, and inclusion approaches


Technical Evaluation Experience:
  • Experience with scoring matrices and weighted criteria
  • Knowledge of MEAT (Most Economically Advantageous Tender) principles
  • Understanding of Social Value evaluation
  • Experience in conducting clarification interviews
  • Ability to provide detailed feedback to unsuccessful bidders
  • Experience in moderation meetings and consensus scoring
  • Understanding of procurement law and tender regulations
